Pedestrian fatalities on the hard shoulder account for 12.7% of all motorway deaths in the UK.

Across the countries where it is law to carry a high-vis vest, that falls to 12.3%, with the Belgian total just 9.9%.

In Italy, Spain and Portugal, pedestrian fatalities fell steadily between 2003 and 2005.

In the UK and France, (France only made hi-vis vests compulsory in Oct 2008), more pedestrians died in 2005 than did in 2004.
